Thai military: death toll rises in the confrontations of the Thailand-Cambodia - CNN International

A Thai military officer said five Thai soldiers were killedCambodia said that three of its troops were killedEach blame aside the other for the violence that broke out near two temples of thousands were evacuated from nearby villages.

Bangkok, Thailand (CNN) - violent clashes over a disputed along the Thai-Cambodian border area erupted for a fourth day running Monday, resulting in the death of a Thai soldier, said a military official.

Four other Thai soldiers had been killed since the beginning of the fight against Friday, according to colonel Sansern Kaewkumnerd.

Authorities evacuated thousands of people from nearby villages.

Each side accuses the other violence which erupted the week last near two temples in the province of Surin district Phanom Dong Rak at Thailand.

Government of Cambodia stated that three of its soldiers were killed.

On Monday, Sansern accused Cambodia of trying to seize two ancient temples, Ta Kwai and Ta Muen Thom.

The fighting on the ground was coupled by a war of words these days.

Sunday, Sansern accused Cambodian troops first open the Thai fire and said troops responded to protect the sovereignty of their country.

The Cambodian authorities could not immediately be reached for comment. A statement of the Ministry of defence of the country Saturday described the Thai clashes as an "attack by infantry units", accusing the Thailand flying spy planes in Cambodia and to tackle the heavy weapons.

Ministry of Foreign Affairs of the Thailand, issued statements Saturday accusing Cambodia of the "firing of heavy weapons to Thai innocent civilians."

In February, at least 10 people were killed when fighting broke out in another region of border between the two nations, which prompted the United Nations Security Council to issue a statement calling on both parties to implement a ceasefire.

These clashes, which lasted four days, was the result of a long-standing dispute related to the Temple of Preah Vihear of the 11th century. Cambodia and the Thailand claim the temple, which is located at the top of a cliff on Cambodian soil, but has its most accessible entry on the Thai side.

Tripoli, Libya (CNN) - France and the Italy announced Wednesday that they will send military officers to advise the rebels to fight for the overthrow of the regime of leader Libyan Muammar Gaddafi.

Following a similar announcement by the British Government Tuesday, French Government spokesman Francois Baroin said that a "small number" of French troops sent to advise the National Council of transition from the rebels.

It will also help the delivery of critical assistance.

"This deployment is fully under resolution 1973 both preparedness and its provision expressly excluding a force of foreign occupation on Libyan soil," said Foreign Secretary William Hague.

Efforts to strengthen the rebellion come as main opposition organization the Libya pleaded for international military intervention.

Libyans are "being killed each day by the forces of Gaddafi," rebel spokesman Shamsiddin Abdulmolah said Tuesday CNN.

The High Commissioner of the United Nations in the human rights said Wednesday that some of the attacks of the Libyan Government on the siege of Misrata city may constitute international crimes.

A statement by the Office of Navi Pillay said it condemned "the reported repeated use of cluster munitions and weapons of heavy weapons by the forces of the Libyan Government in their attempt to regain control of the city under siege from Misrata and said that such attacks on densely populated areas of civilian casualties urbainesentra?nant substantial"could be regarded as international crimes. ?

"Pro-Government forces besieging the city, including their commanders and all other members of staff, must be aware that - with the international criminal court investigating possible crimes - their orders and their actions will be subject to scrutiny""," Pillay said in the statement. "International law, targeting deliberate medical facilities is a war crime, and targeting deliberate or reckless endangering civilians may also constitute serious violations of international humanitarian law or human rights international law".

UNICEF, the children, United Nations agency said Wednesday that 20 children were killed and "countless others wounded" in single Misrata.

Among the rebels, requests for assistance have increased every day.

Aid agencies are afraid to go to such areas as Misrata, that is targeted by Gaddafi troops daily, militant opposition that Mohamed Ibrahim said. "Some of them, they come." But most of them, they come close... they hear the bombing and everything, and they go back, "he says.

At least 27 people were killed and 142 were injured this week, according to a spokesman of the opposition who wanted to be identified only as "Mohammed" for security reasons.

Aid groups were trying to pull the desperate people of Misrata, which is hampered by the forces of Gaddafi on three sides.

The only way to escape is by port of the city - a witnesses in the region, said also was bombed by the forces of Gaddafi.

For those who have left behind, witnesses said, the disastrous situation continues to deteriorate. The city is still without water, electricity and telecommunications, Mohammed said Tuesday. "Bombing has moved out of the industrial areas to residential areas, and it is still in progress."

Rebel spokesman Abdulmolah said that the National Council of transition the opposition does not oppose a humanitarian mission on the ground.

"Something must be done so that we can stop the bloodshed of our people," he said.

But "we don't want any military presence foreign or any veterans international with our rebels," he added.

NATO is leading an international military operation which includes targeting military resources of Gaddafi with airstrikes.

NATO said that the operation has destroyed seven bunkers of munitions in the area of Tripoli and equipment in other parts of the country this week.

NATO attacked three regime battle tanks and an artillery piece mounted on vehicle in and around Misrata Tuesday, spokesman for the British Army major-General John Lorimer said Wednesday.

Abdulmolah said the NATO strikes may also prevent more destruction in eastern Libya, particularly near Benghazi.

"We have received reports that Gaddafi forces were mobilizing their troops and their systems of missile mobile/rockets of Brega to Ajdabiya bomb Benghazi." They were the strikes of NATO stopped by (Tuesday), "he says.

But he said that the opposition wants weapons and "technical assistance", "because we are faced with a ruthless tyrant who wants to kill his own people, simply because they asked for freedom and liberty." Donor countries meeting in Brussels recognized on Wednesday that the "Palestinian Authority (PA) is above the threshold of a functioning state" - an assessment immediately hailed as a "birth certificate" for a Palestinian state by PA premier Salam Fayyad.

In recent months, the World Bank, the United Nations and the International Monetary Fund (IMF) have certified that Fayyad's state-building plans are on track for completion in mid-2011.

"We can today conclude that the Palestinian Authority is above the threshold of a functioning state," Norwegian Foreign Minister Jonas Gahr Store said after chairing a meeting of the Ad Hoc Liason Committee, a panel of donor countries to the Palestinians.

"It amounts to a birth certificate for the reality of Palestinian statehood," Fayyad told reporters after the talks in Brussels.

The development took place against the backdrop of deadlocked peace negotiations between Palestinians and Israelis and running tensions in North Africa and the Middle East which have heightened Israeli security concerns.

A meeting of the Quartet - the panel of international mediators comprising the European Union, the United States, the United Nations and Russia - scheduled for Thursday in Berlin on the margins of NATO talks was called off, diplomats said.

Speculation has been mounting that the Palestinians would ask the United Nations General Assembly (UNGA) to recognize their statehood in September, if no progress in peace talks had been achieved by then.

But when asked, Fayyad refused to confirm that intention.

"We are not looking for another declaration of statehood, nor are we looking for a virtual state, what we are looking for, again, is a genuine, fully sovereign State of Palestine," including East Jerusalem which Israel captured in 1967, Fayyad said.

The Quartet's envoy, former British Prime Minister Tony Blair, reiterated the need for a "negotiated solution," warning that a unilateral Palestinian move for recognition at the UNGA would split the international community.

"Probably if we are hoping for complete unity in the international community on anything to do with this issue, it would be a rather misplaced hope," he quipped.

On the sidelines of the meeting, the EU signed an agreement granting duty-free access to Palestinian agricultural produce - provided that fruit and vegetables are sold above a set price.

EU foreign policy chief Catherine Ashton also said the bloc had earmarked 300 million euros ($433 million) in 2011 to further support Palestinian state-building.

The trade deal is expected to give a much-needed boost to the Palestinian economy and to its trade ties with the EU, which amounted only to 57 million euros in 2009, to which exports from Palestine contributed only 6 million euros.

Fayyad called it "a very important agreement," but stressed its application depended on Israel allowing goods out of the Palestinian territories, including the Gaza Strip over which it maintains a tight grip because it is ruled by the Islamist Hamas group.

But Irit Ben-Abba, an Israeli foreign ministry official who also was in Brussels, said "there are no restrictions ... for exports from Gaza to the international markets" since the Israeli government relaxed its embargo on the enclave in December.

Blair should have a better idea to stop injusticecommitted against the Palestinians and not insist on negotiation. If hedo so, then he just underscores his irrelevance to the ME problem.

ibadan, Nigeria (cnn) , an explosion shook polling in a town in northeastern Nigeria as Africa's most populous nation began Saturday to vote in elections marred by violence and delays.

The explosion occurred at Maiduguri, the spokesman for the National Emergency Management Agency Yushau Shuaib said. No deaths have been reported. the number of injuries was yet unknown.

Houphouet-Boigny died in 1993, Ouattara became President ad interim until it was bordered by Henri Konan Bedie. He resigned from his post as Prime Minister and returned to work for the IMF, this time as Director-General Deputy of the organization.

"Ado," Ouattara is affectionately referred to by supporters, is a Muslim who derives the majority of his political support of the Northern Ivory Coast, while Gbagbo is a Christian from the South, where the nation's traditional positions lie of wealth and power.

The two men have a long-standing rivalry, and Gbagbo still accuses Ouattara for the informal division of C?te d'Ivoire there are almost ten years.

The pro-Gbagbo newspaper our way accused Ouattara of supporting a failed 2002 coup against the Gbagbo Government that plunged Ivory Coast into civil war.

While he denies any involvement in the coup, the majority of the forces now supporting Ouattara is the same rebels who seized half north of the country nine years ago, and is one of the rebel chiefs, Guillaume Soro, Prime Minister of the elected President in his newly formed Government.

While the European Union, the United Nations and African Union Security Council have all endorsed Ouattara as the winner of the presidential election of 2010, one announcement on the website of our way Journal, faithful to the regime of Gbagbo, still reports that Gbagbo NET 51.45% of the vote to 48,55% of Ouattara.

The U.S. National Oceanic and Atmospheric Administration estimates the ocean depth in the area at 3,000 meters (9,840 feet about) to 7,500 meters (24,600 feet). Brazilian officials have said the sea depth in the area is around 2,000 to 3,000 meters (6,562 to 9,842 feet).

The latest search covered a 46-mile (75-kilometer) radius around the last known position of Flight 447, investigators said.

According to the French Office of investigations and analysis (BEA), the underwater terrain in this area is rough with underwater mountains and valleys.

"It is a mountain range as big as the Alps," David Learmount of Flight International told CNN. "there was always the possibility that the wreckage from the aircraft disappeared down a crevasse." "this is not a flat-bottom environment like the north sea is."

"Therefore it is an unprecedented search in terms of depth and sub - sea land."

What would happen to the wreckage at these depths?

The aircraft's "black box" data recorder - a vital device for crash investigators records which any instructions sent to the aircraft's electronic systems - remains missing purpose even if it is recovered, it is not certain whether it would still work, according to Learmount.

"Pressure and corrosion have likely damaged the wreckage, especially as it has been down there for so long." "flight recorders are not designed to withstand pressures of the depths that this aircraft actually went to."

But he warned that flight recorders recovered from other crash sites have not worked when they should have, with the reverse also true.

Do we know why Flight 447 crashed?

No. cause has been determined. Studies of the debris and bodies that were found soon after the crash led the BEA to conclude the plane hit the water belly first, essentially intact. Oxygen masks were not deployed, indicating that the cabin did not depressurize, the BEA said in a 2009 report.

Tests have already brought into question the performance of pitot tubes, which measure the pressure underdeveloped on the plane as it flies through the air, and are part of a system used to determine air speed.

Before it crashed, Flight 447 sent out 24 automated error messages that suggested the plane may have been flying too fast or too slow through the thunderstorms, officials have said.

The European Aviation Safety Agency issued a directive in late August requiring airlines to replace pitot tubes manufactured by Thales Avionics on Airbus A330s and A340s. It said airlines should replace them with other Thales tubes and those manufactured by Goodrich.

The lack of speed, wind or branch information also prevented the Autopilot system from functioning, said air accident investigator Alain Mistiness said at the time of the crash. "this tells us that the plane has to be, in this case, directed by the pilot," he said.

However investigators have subsequently cautioned that these factors alone would not have been enough to cause the disaster.

What about the weather?

Flight 447 was passing through an area prone to volatile and dangerous weather known as the Inter-tropical Convergence Zone (ITCZ), when it went down. The ITCZ is a belt of low pressure that wraps around the planet. Clouds and storms form along it because it is literally where the winds of the world's hemispheres meet.

Here, air and water temperatures are typically in the mid - 80 s. The warm, moist air is heated further by the blazing tropical sun. Steamy air, coming off the ocean, rises until it hits cooler, drier air aloft, forming clouds and thunderstorms.

These gigantic storms contain volatile updrafts and downdrafts that can move at speeds of 100 mph. The height of these storms also can tower to more than 10 miles in the air. Even if you stacked two dozen of the world's tallest skyscrapers on top of each other, they still wouldn't can't reach the tops of the biggest thunderstorms of the ITCZ.

However Learmount pointed out that hundreds of airliners pass through the ITCZ every day without incident. "There was another Air France flight 30 minutes behind Flight 447 that night and it encountered no. problems," he said.

Any other theories?

According to Learmount, many aviation experts have yet to rule out the human factor. "the crash happened at around 2 am on a dark night when the error messages suddenly appeared and the autopilot tripped out." He said the crew, possibly at their deepest circadian low at this point, suddenly have this problem and they "fixate" on it.

"this is a syndrome," he said. "There have been lots of accidents where pilots have fixated on correcting a relatively minor problem and lose sight of the macro problem." Now we don't know that, but we do know the aircraft acted as if it was not being controlled purposefully.

"Whether it was out of control - and I doubt this - it was not being controlled." Imagine it is 2 am and two sleepy pilots encounter a problem. They don't have much to do so they decide to troubleshoot this problem. They fixate on it and forget the autopilot has tripped.

"The airplane meanwhile goes into a lazy spiral descent - the pilots don't record as it is all very gentle." "And when they look up they don 't believe what their instruments tell them and they get disorientated and can' t recover."

He highlighted a similar case in 2004 when pilot disorientation and loss of control caused a Flash Airlines Boeing 737-300 to crash in the Red Sea shortly after take off from the Egyptian resort of Sharm el Sheikh. Though Egyptian authorities disputed the claim, aviation safety officials in France and the U.S. cited "spatial disorientation" as the likely cause based on evidence available, according to the U.S. National Transportation Safety Board (NTSB).
